In The Art of War, Sun Tzu, the noted Chinese war strategist, advises military leaders to ‘embrace unexpected tactics.’ Although more than two thousand years old, this advice remains sound. Today, as policymakers struggle to repair America’s reputation abroad, they could borrow a page from Sun Tzu’s book: The United States should join the International Criminal Court (ICC). To date, more than 100 nations have joined the ICC, which is the world’s first permanent international criminal tribunal.
