The United Nations and international agencies have warned that if sectarian violence in Iraq does not abate, up to a million new people could become displaced in 2007, putting an increasing burden on the country's infrastructure and resources. "At the current rate of 40,000 to 50,000 a month, up to 2.3 million might be permanently displaced by the end of this year," Antonio Guterres, the UN High Commissioner for Refugees, told the Arab League in Cairo on Sunday. He added that of Iraq's population of about 27 million, 1.8 million people had already been displaced within the country and another two million had fled its borders, with one million having gone to Syria, 750,000 to Jordan and 150,000 to Egypt. The UN itself chose to leave Iraq in 2003, after its Baghdad headquarters were bombed twice, killing 25 people, mostly UN staff. Since then, UN agencies have handled Iraq from Amman, Jordan but are stepping up efforts to address the country's multifaceted humanitarian problem.

The move would not repeal the Senate's 2002 vote authorizing the war, but instead limit the mission of US troops to focus on counter-terrorism efforts such as protecting Iraq's borders.

How much is the U.S. war on Iraq costing you? That depends on who you are. For Iraqis, Americans, or Brits who were killed, it cost them everything. I say it in that order because that is the order in numbers killed. So far, a conservative estimate of the number of Iraqi civilians killed in the war is about 57,000, the number of Americans (including contractors) about 3,800, and the number of Brits 133. And if one were to add in the number of non-civilian Iraqis killed — and one should — the number of civilian and non-civilian Iraqis killed would likely be well over 70,000. Of course, other studies, such as the Lancet study, have found a much larger number of Iraqi deaths, more than 650,000. But I cannot judge such studies without reading them carefully, so I’m giving lower-bound estimates here. But there is another cost to which I can bring my economist’s expertise, namely the cost in federal spending and in higher oil prices to Americans...
