What the Bush Administration Owes Iraq's Refugees

Finally acknowledging the momentous crisis of Iraqi refugees in the Middle East, the US government has announced it will accept 7,000 Iraqi refugees in the coming year. There are an estimated 750,000 Iraqis living in Jordan alone, with more than one million believed to be living in Syria. Electronic Iraq Amman correspondent Noah Merrill critiques the US pledge and offers a sobering glimpse at a rapidly growing crisis. "In the absence of a real commitment to an internationally supported, truly inclusive political process," Merrill writes, "the situation in Iraq will continue to get worse and Iraqis will continue to hemorrhage out of their homeland. We know where this path leads: a recent statement by the International Organization for Migration predicts that one million more Iraqis will be displaced in the coming year if the trend continues."

Never mind that the American people showed their dissatisfaction with the war in the fall elections. Congress lacks the political will to stand up to the administration and assert its power over the purse strings, and too many vested interests in the defense sector benefit from the supplemental bills. A cynic might even suggest that many Democrats want the war to drag on, despite their supposed opposition, to damage the president politically and benefit them in 2008. But whatever the reason, the money for war keeps flowing. Defense Department officials will ask Congress for the next supplemental bill in coming weeks. The amount requested is likely to be at least $140 billion. If we stay in Iraq beyond 2007 — and the administration has made it clear that we will — the bill to American taxpayers easily could top one trillion dollars in another year or two...

The current spectacle in Congress has made it clear that the Democrats don’t believe that the war in Iraq is America’s war. They think it’s Bush’s vanity project turned albatross, but they won’t take responsibility for their convictions. They fawned on Gen. David Petraeus like schoolgirls, confirming him as commander of U.S. forces in Iraq almost instantly, but they denounce the escalation he helped design and is tasked with implementing. And on the floor of the House this week, they bared their teeth to Bush while bragging about how their resolution is toothless. It was always a bit of a myth that partisanship ended at the water’s edge. But Democrats have debunked, exposed and parodied that myth. Of course, they claim that the president started it by running foreign policy as a partisan enterprise. Fine, there’s obviously some truth there. But when the likes of Sens. Hillary Clinton and Jay Rockefeller whine that they were misled into war, they’re declaring that they never took their responsibilities seriously in the first place...
